why this exists
new york wrote 16.5m parking and camera tickets last year — $1.13bn in fines issued. english councils cleared a £1.09bn surplus on parking. london handed out 9.46m penalty notices, up 13.5%, and doesn't publish what they earned. every one of those places publishes a total. not one publishes the pattern — which street, which hour, which day. that information exists. it's just on their side of the counter.
